SAP Cloud ERP is SAP’s current name for S/4HANA delivered as a cloud service, with public and private editions that differ in how much standard process you adopt versus how much you can change.

The public edition runs SAP standard on a fixed release cycle with limited extensibility — fastest to adopt, lowest to maintain. The private edition is a dedicated environment with far more configuration and custom-code latitude, suited to complex or regulated operations. It comes down to how much of your current process you need to keep.

Effectively yes — only the naming changed. SAP S/4HANA Cloud, public edition, is now marketed as SAP Cloud ERP, the same underlying S/4HANA product.
